Ordinarily a rating counts only toward matches kicking off after it was due, so a participant is scored from the day it certifies and nothing earlier. An exception waives that for a named participant over a named period, with a stated reason, and is recorded on the row and in every snapshot computed under it — so a score computed under a waived rule is never mistaken for one computed under the rule.
